Jikalahari

Deforestation that has been existing in Riau Province;  until the year of 2002 has reachs its critical point. Flood and dryness which happened in Riau become  an evidence that the existing forest is no longer able to keep enviromental balancing. The forest management activities are supposed to be able to protect natural forest. But nowadays its parctices is no longer trustable,  what make it worse is forest management activities eventually threaten natural forest existance.  The slogan which says that forest management will give impact for community prosperity as a matter of fact  work in the opposite way. The poverty bags exist in the area inside and surrounds the forests.

Started from our concern of the above condition so dated on 26 Februari 2002, we are consists of 30  CSO and environment defender group in Riau agreed to conduct any effort to save Riau forest. We agreed to make together vision for Riau forest in the future and make integrated movement and action. In order to incarnate these committment we created one network named with Jaringan Kerja Penyelamat Hutan Riau, in short JIKALAHARI (The Network of Riau Forest Rescuer).

Jikalahari  registered in National District Court Pekanbaru  and recorded by notary publict Rahmat Nauli Siregar,   number . 05 dated  21 May  2004.

Organization Form

Jikalahari is one organization with forum form and established on 26 February 2002 in Pekanbaru. Jikalahari  was registered in National District Court in Pekanbaru and recorded by notary public Rahmat Nauli Siregar, number . 05  dated 21 May 2004.

Member

Jikalahari membership consist of Non Government Organization (NGO)  who has concern to the environment issues. Up to now Jikalahari has 23 organization as member. They are comprise of 15 NGO, 7 Environmental Defender Student Group and 1  study group organizaton.

Purpose and Principle

JIKALAHARI purpose is to create better condition which assure fairness and sustainability in forest management activities in Riau by adopt and put the below values and principles in first place. Those values and principles are: fairness,  independency, democratic, transperancy,  participative, non affiliation to political parties and or Military,  respect human right, non affiliation to the institution or organization that causing environmental destruction, respect law,  fight for, defend for sustainability of ecology and economic function  of the forest for community surround the forest, support local wisdom wisely, develop networking, civil society strengthening, Not working with the funding sources from foreign debt either institution/organization that causing environment destruction, stand up for marginal community and indigenous people interest in Riau, gender balance, accountability.

Vision, Mission and Strategy

 JIKALAHARI Vision: 

“The existance of fair forest management for now and upcoming generation based on local wisdom and give attention for biodiversity, biology corridor and protection zone”.

In order to reach its vision, JIKALAHARI arrange its mission as below:

1. To stop the activities of forest conversion and natural forest function  shifting in Riau
2. To engage multiparties forest management in forest zone by adopting local wisdom
3. To encourage law product  and its implementation which assure natural forest sustainability and the right of indigenous community in Riau
4. To encourage rehabilitation in forest area and other important area to support ecology and social fucntion of the forest
5. To conduct transperancy in Riau forest management

 In the effort to implement its mission, JIKALAHARI create the below strategy:

1. Policy advocacy
2. Strengthening and empowering the community
3. Fundraising and  build networking
4. Develop capacity building for its member
5. Build Information and data center for natural resources  management in Riau
6. Conduct lobbying activities to the stakeholder
7. Collect and develop public support

Jikalahari Program

In line with member mandate thereso the Working Outline of Jikalahari for  periode 2009-2009 as follow:
1.    To stop the activities of forest conversion and natural forest function  shifting in Riau
       a.   Strengthening data base system and conversion information  update either for data of natural forest                       function shifting in  Riau
       b. Strengthen and facilitate campaign in local, national and international level for the issues of  causes and                 impact of natural forest exploitation  and conversion
      c. Conduct research comparative  for economic advantages between preserve the natural forest than                 exploitate them
      d.  Advocating policies that threaten the safety of Riau natural forests
      e.  Strengthening and empowering communities in saving the  Riau natural forests

2.    To engage multiparty forest management in forest zone by adopting  local wisdom
       a.  Encourage sustainable forest management model to multi-party
       b. Create  demplot model / pattern of sustainable forest management byadopting  local wisdom by involving             multi-party
       c.  Encouraging the production of sustainable forest management policy based on traditional wisdom

3.    To encourage law product  and its implementation which assure natural forest sustainability and the right              of  indigenous community in Riau
       a. Promote the values of local wisdom and sustainability of natural forests as the basis for the legal product
      b. Conduct public consultations and submit legislation draft which adopted forest conservation and local                  wisdom

4. To encourage rehabilitation in forest area and other important area to support ecology and social fucntion          of  the forest
    a.  Identify potential areas for  forest rehabilitation in
    b.  Encouraging multi-party to conduct forest rehabilitation

5.    To conduct transperancy in Riau forest management
       a. Collect and distribute information about forest management system in Riau
       b. Encouraging government and other parties to be open and transparent in matter of forest licensing and                  forest management in Riau
       c. Conduct studies and  advocacy of Riau province spatial planning

Location of Jikalahari Program
The focus area of Jikalahari program consists of 4 Block (group) of peat swamp forest with wide estimation 2,949,710.51 ha.  Those four (4) Block are: Block Semenanjung Kampar, Block Kerumutan, Block Senepis  and Block Siak Giam Kecil.
